After SPIN! - "Will the voters approve spending for public infrastructure?"

Question to John Hood - In his State of the State address Governor Pat McCrory called for more than 2 billion dollars in spending for public infrastructure. Half the money would be used to build roads with the rest going toward restoring state-owned buildings. Treasurer Janet Cowell indicates we have the borrowing capacity to incur this debt but the big question on everyone’s minds is whether or not the voters will approve. Should the governor package it all together for an up or down vote or would he be better advised to vote on each issue separately?
