After SPIN! "Question to Becki Gray – Local governments are in a tailspin. State legislators are either cutting or redistributing their revenues and we are starting to hear many talk about either raising sales taxes or property taxes to local residents. Is this what lawmakers expected or intended to happen with their actions? Why does there appear to be an anti-local government attitude in the General Assembly?"

They are not anti local government, they are pro residents of the State. The State Legislature creates the local governments with a very limited set of powers and has an obligation to oversee their creations to assure the States residents these creations are not exceeding/abusing their limited powers. The previous State Legislatures over the decades have ignored their oversight responsibilities leading to significant abuses in Counties and especially municipalities.

Ms Grey I beg to differ with your conclusion about the relationship with Raleigh and local government.I have been involved as either the Mayor or a Council member for over 25 years and never have I felt so isolated! They all but eliminated any way we have to increase revenue outside of property tax increases.Our house Rep is always tied up on Town Hall Day and last week introduced a bill to deannex a portion of or town that was annexed over 10 years ago and you don't see a problem? Perhaps when the residents of a municipality have to actually pay for their municipal services via the property tax they will not be so interested in continuing all of those services which will reduce municipal expenses and eliminate the need for increased municipal revenues.
