Cooper is a demoncrat. No one is surprised he's on the opposite side of the argument on this one. He is not held to ANY standard, so changing his mind is expected, anticipated, and applauded by most libs. When you are a lib, it's not called 'flip flopping', it's not called anything because the act of changing one's position is ignored.
