After SPIN! Video: Is NC having trouble paying the bills?

After SPIN! "Question to John Hood and Chris Fitzsimon – The Civitas Institute posted an article saying that North Carolina was one of 40 states that couldn’t pay it’s bills, citing the unfunded liabilities for state employee pensions and health coverage. Was this story sensationalized? The reality is that we are required to have a balanced budget and we are current with payments on that budget but there is also truth to the unfunded portion. What’s your response to this Civitas article?"
