After SPIN 1/11/15 - Question to Joe Mavretic: "The newly designed panel of 3 judges recently heard the town of Boone's challenge to the legislature's banning them from controlling development outside the town's limits. The panel agreed to put a stay on the ban, pending a decision from extra-territorial jurisdiction. What do you think of this decision and what do you think of this three judge panel idea?"
