After SPIN! 09/28/14 - Question to Doug Clark: "Response to Governor McCrory’s 25 year transportation plan has been largely positive, especially among more rural sections of the state. Treasurer Janet Cowell has said the state had the capacity to borrow $1 billion. But the real question is how to get the revenues to pay it back. When citizens learn there will be an increase in gas tax, or a new tax on vehicle miles traveled or even more toll roads will they be willing to pass $1 billion in new bonds?"
